During a severe recession, a new president puts a bill before Congress to spend a trillion and a half dollars to help the economy recover. The other political party strongly objects to this bill, so much so that a plot is hatched to assassinate the president and the vice president and take over the government and kill the bill. The plot is called Eagle Down. An assassin is hired to keep the plot undercover, and he kills four people to keep them quiet. An assassin is hired from the Far East to carry out the assassination of the president and vice president. He is called the Ghost. A reporter and an FBI agent find out about the plot and find out who the murderer is, but to no avail, as the Ghost goes about his task.
